A laser that can track the cockpit of a moving plane? Sounds like some kind of automated system.

Not necessarily. Depends on what they want this incident to look like.
"Automated system" sounds boring and wouldn`t be newsworthy.
Make a mystery out of it and you can use the story for a couple of days more.

what conspiracy? it was some kid with a cheap 2 dollar laser pointer

No trees were killed in the sending of this message. However, a large number of electrons were terribly inconvenienced.
