Rainbow was a very well known kids show in the UK, the man inside "Bungle" bear suit (John Ducker) also did the voice for K9 in Dr Who (don't ask me how i know that).

This was made as a joke to show at BBC "parties", the actual show was very suggestive but not nearly as bad as this clip.

Its quite disturbing, but funny.
