Are the people that run this site retarded? Huge font sizes, double or triple or even quadruple exclamation marks after nearly every sentence. And the site has been like that for years. I bloody hate it and I want it dead.

First of all, it is great you start out your argument by stating that retarded people cannot do anything creative correctly.
Secondly, that is the design of the site, the point it. Obviously the site has worked enough for it to still exist in its current form.

there was an advance screening of the house of flying daggers at the seattle art museum a few weeks ago. the guy behind ain't it cool news chose gave a short speech about why he picked the film. he was reasonably articulate, i'd give him a break on the site layout.
