Underwear Police? Virginians May Be Fined For Low-Cut Pants
People Would Face $50 Fine

RICHMOND, Va. -- A Norfolk, Va., legislator says the droopy-drawers bill may be his legacy.

The Virginia House of Delegates has tentatively approved a bill to crack down on people who wear low-riding pants.

Discussion: Fined For Low-Cut Pants?

Freshman Norfolk Delegate Algie Howell Jr. introduced the bill at the urging of constituents who are offended by the exposed underwear.

Howell said, "That's why they're called undergarments. They're supposed to be worn under something else."

Delegates approved a measure that would allow police to assess a $50 fine on anyone who exposes their below-waist underpants in a "lewd or indecent manner."

Howell said that since he introduced it last month, he's been deluged with calls and e-mails about the issue, mostly positive.

Howell told The Virginian-Pilot that he kept hearing from customers in his barber shop that something needed to be done about young people who wear their pants around their knees, exposing their underwear.

When a House subcommittee took up the matter, the response was sympathetic yet skeptical because of legal issues.

It's going to the House floor for a vote.

should it be illegal? duh, no. but I'm sure it's quite shocking for some old Virginia lady to have like 4 or so teenage girls standing around her with their thongs hanging out well above their waistline..

I believe some moderation is in order. A total ban would be too harsh, but the current situation is obviously a problem.

Solution: Just ban fat chicks from doing it.

Good thing they eliminated crime, poverty, corporate corruption and that the kids there are #1 in the nation in both math and reading. With such nuisance items out of the way, lawmakers can concentrate on real problems.

But to play Devil's advocate... Even hot chicks look like morons w/their underwear showing. Possible exception if you're on the way to the beach.

Nice..But (pun intended), when the pants are tooo low it just looks stupid and it's not sexy at all it's more like: learn how to dress yourself you look slutty. The sweetspot is having your underwear just a bit above the pants but not 10's of centimeters it just looks dumb. Anyway I don't mind if my gf wears a thong (or others for that matter), but I don't care too much for it. In the end when you're in bed they have to come off either way, normal underwear or thong.

The look does nothing for me either. There is a fine line between showing some skin and looking like a two-dollar whore. The chicks that know where the line is and stay JUST on the correct side of it are teh shiznit.

It depends what you want/are looking for. I couldn't care less how a girl I date dresses. I've dated girls that dress rather conservatively and girls that dress like they're going to a club every night (without actually going to a club every night

). It's true that sometimes the way they dress dictates their personalities. For example, more often than not, you don't want to bring the girl that looks like a stripper to meet mom because she may be a bit too "wild" for your mom's taste, but if she has the right attitude about the things you care, then it's a different story. Now, that doesn't mean that a girl that dresses "just right" can't have the wrong attitude. Anyway, like I said, it all depends on what you want.

Frankly, I never gave a crap what my parents thought about my gf's - and they left those decisions up to me so I had plenty of opportunity to make my own mistakes. One thing that seemed to emerge as some sort of pattern was that the chicks who dressed the sluttiest were usually also the most disturbed - and when I say "disturbed" I don't mean that in a good way. More like in compensating for insecurity, bad experiences, etc. And that I can't have - I'm not the Salvation Army.
