Should I block this guy from my site?

I was checking the stats for my site today when i noticed some guy in Japan decided to reload my homepage 66 times in one day... and then 7 hours later in the same day he reloads my homepage 26 more times! as of right now he is the most recent viewer of my site (EDIT: not anymore), and he is currently at 4 reloads (and counting) on this particular visit.
Should I block his ip?

And yes, I know the hostname part stopped working earlier today... to see the ip address of a specific visitor click on the number of visits.
its coming from japan, OS is unknown, browser is Netscape 4...
I didn't even think people still used Netscape 4! Could it be that maybe my site doesn't work for Netscape 4?

This must be the 1st time I hear anyone caring that someone reloads his webpage (admittedly strangely often).
But seriously, just do it if you pay for traffic.

If he is using a good portion of your bandwidth - Yes
If he is abusing your files, or visiting folders he shouldn't - Yes
If there is no harm being done - NO
I had one guy from Australia signing my guest-book with obscure remarks... I blocked him real fast. Again, they can just hop onto another computer with a different IP and start the trouble all over again.

The hosting and bandwidth is free from the great people over at ambitiouslemon.com
Considering the fact that it doesn't really do any damage or cost me any money I really have no reason to block him, its just kinda weird to reload that many times.

Makes you wonder, right? Sometimes I wonder what weirdo needs to reload a page 100 times. Unless he left the computer and his browser is reloading automatically.... Good luck, I know its kinda freaky

When I'm trying to understand how a web page does something interesting CSS, PHP layout, graphic, etc. etc. I may reload their page a handful of times trying to figure it out.
