But are neurons created, or merely linked by learning new things? If the former, is your 31mil number taking this into account?

The paper is from 1998 - there`s been a lot more research done in the past 7 years.

Fresh spinal cord injury in rats can be reversed almost completely by administering a drug cocktail. It`ll take another 10 years for it to work in humans.
