I freed the balloon. It either blows up when it hits an edge or it freezes in mid-air.

Can't get past the baloon popping on the building. I don't see enough "handles" to get anything else to happen, either... Bummer.

The balloon isn't popping on the building. If you watch it closely, what's happening is that the pellet gun is automatically firing at it as it passes by. You need to find a way to disable the pellet gun.
