There are one or two songs I want to buy from iTMS Germany that aren't available in the USA store. If anyone who buys from German iTMS is interested we can strike a deal that will help both of us out.

No, because of licensing issues/copyright laws for each country being different.
To buy from a specific country's Apple store, you must have a credit card account from that country, and also have an address in that country. Further, both must be associated with its own Apple ID (iTMS account). This is how they verify that you can buy from that country's store.
If you want music from that country, your only recourse (if you don't live there) is to buy the physical CD from an import store. That's how I currently buy my Greek music. Now, what's nice is that I can listen to the samples that they have before I decide to order the CD. I can't buy individual tracks, of course.
Now, my father divides his time equally between Greece and the US (6 months in each place). He has an address in both places, and bank accounts with credit/debit cards in both places. He could set up an American iTMS account and a Greek one.

I have purchased lots of media from amazon.com and they have no problem mailing from the US to Germany. So I would guess the reverse is true as well and if you want to buy music only available in Germany, you can buy CDs at amazon.de as well.

That's what the PM/aim conversation was for. To "address" that
The deal would be, the German dude buys the two songs (or just one) I like and I buy him/her any song he/she wants from the USA iTunes store, then we swap the songs.

You can't swap the songs. The songs are tied to one particular iTMS account. His songs don't play on your computer and your songs don't pay on his. Unless he gives you his account name and password so that you can activate your computer with his account. You won't likely find anyone willing to do that because you can purchase songs with account data and there is the risk of the other person leaking activations.

DRM can be removed.

Wir Sind Helden - "Nur Ein Wort"
and also "Wir Sind Gekommen Zu Bleim" on the EP, the jazz version, would be nice too, but Nur Ein Wort is what I'm after.

I really don't understand why the record companies just have the same content on all the stores. They are preventing a sale right here. I'd love to buy some stuff from the German store

It's because of licensing and copyright restrictions that are different for each country. Some of it has to do with local laws, and some of it has to do with the music industry's policies...
