What's up with all these empty threads ?

Ever since the upgrade of the forum software, we get these empty threads (like "iTMS UK - Switch/Maestro cards?") that don't contain a first post, and are locked for posting.
Is that a new feature ?
What's the benefit ?
Do I need root access to start them ?
Questions over questions...

On the topic of missing topics: Another (non-vB) board I frequent has a neat little bug that creates an empty thread (ie. with no initial post) if the initial poster tries to preview his post before creating the thread. Could this be a similar bug in vB3?

I think he's talking about the bug where the starting post in a thread doesn't appear, so the thread looks completely empty, with just a subject line. It's been going on for a long time, though, so I'm not sure what rock T has been under.
