Just saw an interview on ABC Asia Pacific (forgive me, I am in China).
Leading paramedic said they had exactly four triage specialists (hard nut surgeons) delivered by helicopter to each incident very quickly to assist paramedics, so they were able to deal with major incidents and perform surgery on the ground. They were also checking all hospital arrivals with geiger counters as well as other unnamed tests.
I'm impressed, fatalities (although still growing) could have been much worse if they were not prepared. Looks like lessons were learnt.
