There's a problem with the article... though not all "monkeys" are sentient, chimps and orangutans, for instance, are already sentient creatures.

Sentient as in plain 'consciousness' or human style 'self conscious' ?

Truly self conscious -free agents or just automata ?
I'd say we are all automata, man and his animal cousins
- some with more actions and reactions than others.

Many amalgamate or just confuse
Monkeys and Apes together.

In the original POFA book, baboons ( Monkey family)
were petitioning for the same rights as Apes.

Interesting. So we are all machines, huh? Well, you're entitled to your own philosophical stance on this, and at this point no one can prove anyone right or wrong on this. But what I do know is that we just group every other similar organism (unlike plants, for example) as an animal, when in fact, there are many different levels of intelligence and awareness in that group. While most animals do not in fact posses self awareness (sentience), some like chimps, orangoutangs, gorillas and apparently dolphins do-- these creatures have reached another level of awareness-- they understand that they exist independently, unlike most animals (dogs included).

I think we posses a higher level of awareness, but these sentient creatures are closer to us than the rest of the animal kingdom. And, in fact, we have been able to communicate in some manner with some sentient animals, one time using an Apple computer (using HyperCard technology, nonetheless-- that software was gold. I don't understand why Apple ditched it.). In fact, Apple hostsa page with info on Koko the gorilla.

Let me know when the first concerto is composed, skyscraper designed, airplane, car, rail system, airport control system, roadway system.

Do they have the potential to do any of these things?

There are butt pirates, and monkeys but no monkeys that are pirates. Though I'm sure some pirates do or have resembled monkeys.
