Is this the same Mayor who had a disaster plan in place for a Category 4 or 5 Hurricane that correctly describes what is happening in New Orleans but failed to activate the plan prior to the Hurricane hitting? Yeah it's the rest of America's fault...

Another idiot. It is the responsibility of the city to evacuate before the storm.
It was the responsibility of the city to have a plan after for recovery.
He doesn't share the blame. He's the one who was responsible. That gives him all the blame.
The more I read of it the more I want to hold his head under the water. If drugs were a problem before he should have dealt with that like other mayors have tried and had some success. He screwed up and he knows it. Blaming others for not fixing his f*ckups is pointless.

Well, if that moron they called a mayor had taken the steps he was responsible for this situation wouldn't have been the way it is now. The infrastructure and plan should have been in place for the aid to come in when it was time. There isn't supposed to be a federal plan for every city in the country in case of emergency, that is what local governments are for.
Plus, federal aid workers were already dispatched to Florida because of the hurricane there a few days prior. It isn't just NOLA that has been hit and needed attention.
