Sadly, I think you may be right.  They also seem to have caught up with all the previously unblocked game sites, so what else is there to do at this point?.

if his network admin has blocked online sales, i'm sure they have blocked a site about proxy avoidance.
if not, then yeah, they need to fire the network admin and get a new one.

Uhm, HOW or WHY ?
Just type your URL in one of the input boxes and it will use a anonymous HTML proxy to hide the targeted site's IP from your own computer / network.
