My guess is he enjoys the sensation, though obviously the actual act is a bit condescending.
If I could get away with it, I'd do that to breasts all the time.

I know a number of highly placed professional women who seem to be unable to avoid touching a bald man's head once they see it. It's pretty wierd. Apparently George has a thing for bald heads too. Maybe he's just glad he still has his hair...
