please excuse my ignorance, but why is it safe to have any type of liquid on the computer components? How is it possible that there is not fire???! Please may someone enlighten me on this?

Oil doesn't ignite that fast (this is vegetable oil not mineral oil). As Rolling Bones mentioned you can fry french fries in oil and it doesn't ignite.
