Should humans be held responsible for their actions?

You know I was thinking, humans don't have 100% free will. A lot of our behavior is influenced both by our internal biology as well as external factors. Stanley Milgram proved that once under an authority, humans will generally act against their own set of ethical principles. Richard Dawkins proved that our internal biology has a tremendous effect on the way we interact with the environment and other humans.
Could it be true, to some extent, that we are not 100% responsible for our actions, that sometimes it is society or our genetics that is to blame?

You are responsible for what you do. You have the power to overcome your "instincts". To blame "external factors" or to hold the belief that "society or our genetics that is to blame" is pathetic. A cop-out.
People need to be held responsible for their actions and pay the penalty for bad behavior.

There are any number of things that influence our actions. Morally and legally, we recognize that some things are so overpowering that they diminish a person's responsibility for his actions (psychosis, for example). However, in order for human interaction to function, we must assume that for the most part we have control of our actions. It's essentially impossible to prove conclusively whether we're simply the culmination of past events, but it's basically a moot point — we have to assume we are sentient beings.

Well regardless of whether they are responsible or not, they still need to be removed from society for some duration of time so that society can continue to function.
