if i have the highest bid for an auction that ended but the seller's reserve price was not meet am i obligated to purchase the item?

Doubtful. eBay would rather the seller repost the item with a lower reserve (so eBay makes more money).

I think it's against the eBay 'laws', but the seller could contact the highest bidder and do the transaction outside of eBay. Both would save money. Of course, there is also a risk (no feedback possible, no buyer protection etc...)
