Legalize the act, enforce health standards, collect tax money ... it's all good. Reassign the cops to something that's actually causing harm.

Do these people never watch Cops? They've arrested thousands of prostitutes on that show and I've never seen an officer bang one before making an arrest. All they need to make an arrest is a clear offer for sex in exchange for money. Without the offer it's just people having sex not prostitution.
