Cowtown is decently sized. I used to go to the guitar stores there at least once every 3 months. And I believe it happened there as well.

Obviously this guy has mental issues, but I fail to see how putting a cup in a urinal and drinking it after the child leaves the bathroom is a crime. If he was drinking "straight from the tap" that would obviously be a different story.
