I don't get it. He was declared dead back in 1982. Why is the FBI wasting time and money on this?

The only thing I can think of is that a prisoner of the FBI gave them phoney information to make them conduct a search. This act attracts the attention of the media which reports that the FBI is conducting a search in XYZ location. This information is used by someone else for some other means.

Actually Elvis is standing here in my office, reading this post over my shoulder. He says the alien stuff is crap though.

It's probably because his disappearance is:

1) Probably mob-related,
2) Probably falls under federal kidnapping, racketeering & murder statutes
and
3) Has no applicable statute of limitations

This means that any time the FBI gets what is considered to be anything resembling a decent lead, they're required to expend sufficient effort to follow up on it. Considering that the place they were searching was known to have been used by the mob organization generally suspected of having been involved in his disappearance and is a reasonably short distance from where he was last seen, searching there simply made sense.

So they didn't find anything. That doesn't mean they weren't justified in following up on what appeared to be a very plausible lead. That's their job; and when a crime has no statute of limitations, it's not ever over until they actually solve it.
