Perhaps you should contact Habbo Staffs. Their rule page said:
You must not:
Ask for or give out passwords, email addresses or other personal information
• Swear or use racist or offensive terms
• Use any programs to hack, script or edit Habbo Hotel in any way
• Trick other Habbos into giving you their passwords, Habbo Credits or furniture
• Describe sexual acts to other Habbos
• Pester people who don't want to talk to you
• Give away, trade or sell your Habbo account
• Break the law or talk others into breaking it
If you see anyone breaking the rules, please Call for Help so that a Moderator can take action.

My brother uses some stupid website called habbohotel.com -- one of his friends from school (who is perfectly nice to him IRL, and comes around our house etc) is being really abusive and insulting to my brother on habbohotel.com.
Any idea what i should do about this? I dont really want to contact his parents as that seems a bit whiney...

Step one: Ask that he cool down.
Step two: Ignore him.
Step three: Contact the admin of the site.
Step four: Contact his parents [I would just print out something that was rude and walk it over].
I wouldn't go past step two IMHO. If it's that bad, he should simply stop using the site.

Bullies are cowards and that guy seems to be a double coward since he has to hide behind a computer.
You can ignore him, you can also ask the guy what the problem is, bullies are sometimes victims themselves from abusive parents or at school.
There are other sites your brother can be part of.
