i've heard people say this a few times the last couple days, more times than in the last few years. what does it mean exactly?

It's like a really, really, really mild version of "Richard Head".

Ninny = singular.
Ninnies = plural.
Been inclined to wander... off the beaten track.
That's where there's thunder... and the wind shouts back.

A ninny is a dolt.

My favorite usage of the word is in Midsummer Night's Dream, when two unskilled actors are rehearsing lines:

Flute: I'll meet thee, Pyramus, at Ninny's tomb.

Quince: 'Ninus' tomb,' man

Houghton-Miflin says it means 'A fool; a simpleton.' I've never thought of Doofy's choice word as being in the same league-Richard Head has always had negative, mean-spirited connotations for me, while "ninny" is benign. Kind of like the character Zero in Beatle Bailey.

I should point out that there's a slang application for the term: in some regions of the South (U.S.) it also means "breasts" in their mammary sense.

Arh. "Richard Head" isn't half as nasty over here as it probably is over there. Groups of guys will often define themselves as "Richard Heads" when out for a night on the town, for example.

Growing up here in Toronto, it was children's slang for nipple.

You can use pretty much anything you want to mean ‘breasts’ (as illustrated by olePigeon above); except the singular form of the same word. At least, I can’t think of any way to make the singular form mean ‘breasts’ in the plural (though that may just be due to tiredness).
