I need help with a thriller/murder/horror movie name I saw 8 years ago

Hi guys.. This thing has been in my head for the past couple years. Today, I thought i'd use this medium and see if anyone remembers watching a movie based on the storyline im going to write about.
I can recall watching this movie one night and I know it cuz it scared the living daylights out of me as a kid. It might be around the the year 1998, just so you have a vague idea of when the film might have been out. It's about this guy who starts killing people and making sculptors out of them by plastering them.
Ok here goes the plot .. as best as my memory serves .. This is from the part I remember the movie from..
-- This guy one night suddenly finds a dead cat on his basement window.. He then uses some white plaster and covers the cat with it. After showing it to people, everyone starts appreciating how beautiful and real the cat sculpture looked.
To make more, he actually starts killing people and covers them with plaster too, to make it look like a real-like hand carved monument.
Towards the end, there's an exhibition as far as I recall, where all his work (murdered men and women) are showcased and I think a part of the plaster clips which is when cops discover they were actual bodies..
I understand this might be very vague to most of you.. but just trying my luck here..

Thanks for the quick reply guys but I dont think this is the one. Although, I'd love to check this out after I just read about it...but the one im talking about seems like a knockoff of this one..
The protagonist of that film is a young mid 20's guy..

Tourist Trap? Or maybe Waxwork.
There's also The Mystery of the Wax Museum, which is what House of Wax was a remake of. But that movie is probably way too old.

Thanks but I just looked up all of these, but none of them match.
I dont think this ones about Wax though. I might be wrong but I think he used plaster of paris over the dead bodies starting with the cat which gave a very life-like reaction of its last expression before death.

Well, it wasn't THAT bad. I wouldn't buy it on DVD, though. The best part of the movie was when the bitch gets it in the head with the spear. Classic!

I'm sure plenty of people have spent a night in Paris. However, a lot of them probably have never left the US.

Other than Stand by Me, I really don't recall anything Wil Wheaton was in, particularly after puberty.
Edit: Actually he might have been on an episode of Love Boat: The New Wave. I might recall that.
