A friend of mine in Japan wants to send me a bottle of sake for Christmas. Are there any laws or regulations that would make this a pain to do or is it just a matter of putting it in a box and sending it?

Check the US Customs website.

I like my water with hops, malt, hops, yeast, and hops.

You are NOT allowed to ship alcohol via mail in the US.
You need a special license to be allowed to transport / hip alcohol.
I'm pretty certain it will stop at customs and not get any further.

Interesting. So basically the only way to do it is to lie to the government.
Is there a downside?

Hmm, so call it about 2 lbs. Gotta lob it 6,718 miles at a heading of 22.4°.
That would be ...uh ...really hard.

Send the recipe?
I guess the moral of the story is: don't mess with government revenue.

He could just order you a bottle of sake from a US-based online store, for them to deliver to you. I've done that before when buying alcohol for people in other countries.
eSake - Premium Japanese Sake (Rice Wine, Nihonshu) Online would seem like a good bet
