Regional meteorological official Lyudmila Voronina said a weather system may have brought the snow across the border from Kazakhstan, RIA-Novosti reported.
First time I have heard about Kazakhstan, aside from Borat.

According to Russian officials the orange snow doesn’t contain any chemical byproducts or any other elements dangerous to human.
Well, the good thing is, that you can always trust Russian officials.
