When you read the fine details for the Education Free iPod deal you notice that there are special instructions for two states, Rhode Island and another. Because of a law there requiring all Mail-In Rebates to be issued at time of purchase (read: INSTANT) RI Education residents do no have to mail anything in.
Here's the meat of my question... Do RI residents also get to cash in INSTANTLY on other MIR's such as the Printer Promo? It doesn't mention either state in any details of the offer i've read but it was also made a bit before the new iPod promo.

actually to cash in you have to call or show up to an apple store in RI... online sales won't work even if shipping to a Rhody address
I just called the Providence Apple store and the rep there told me that the printer rebate must be mailed in and can't be offered instantly in Rhode Island or Connecticut (the other state the INSTANT iPod rebate applies to) so that answers my question.
She couldn't tell me exactly why this was so because logically if the law states that all MIR's should be given at the POS then I don't see why the Printer MIR and iPod MIR are treated differently but they are.
Sucks because the last 2 printers my mom bought for my sister when she got a new computer have been lost due to overlooking details. MIR's are designed to entice you to buy on the premise that you will save money while the process is designed so that the majority of consumers fail at receiving the refund. I bet the companies offering MIR's make a good deal of cash back holding on to your cash on interest in escrow or stocks too. You can be rejected for poor handwriting!

Hmm, if the law states that all MIRs should be given at the POS, then it's quite possible that the Apple store rep either didn't know what she was talking about or was intentionally misleading you. As you said, they don't actually want people to use the MIRs.
Is the Providence Apple Store new? I don't remember seeing it when I was there before. (I assume it's in the mall...)

This should be a law in EVERY state. If you are going to offer a rebate, I shouldn't have to jump through hoops to get it.
