I live in a 4 unit apartment building.. basically a house thats been converted.. I have the whole upstairs. the other 3 are studio apartments below me. Well every night around 10pm the girl that lives in the front studio directly below me decides to turn her stereo up as loud as she can.. Its loud enough where it vibrates my floor and then leaves till 4 am.. So i file a noise complaint with the cops and they say since shes not home theres nothing they can do.. Mind you I work at 6 am.. So I call the landlord and the landlord said theres nothing she can do about it except come over and shut it off at 5:30. Around 4:30 the girl downstairs gets home.. and continues with the music.. So i called the cops again.. They roll up and tell her to turn the music off and she tells them pretty much that You cant tell me how I can have my music. So the cops write her a 100 dollar ticket.. So i came home from work last night and I have a ford bronco in my driveway.. something ive been rebuilding slowly.. all 4 tires had been stabbed with a small knife.. The girl came out and said so how do you like your tires.. thats my little present for you.. So i called the cops again.. the stupid cops wouldnt do a thing about her popping my tires..
So what would you guys do about this situation.. I mean the girl is dumb.. cant talk to her she wont listen.. and she sleeps with everything in a two county radius.. except me.. id rather not have every STD known to man.. The cops are pretty much useless at this point as well.. theyd rather go to the nearest krispy creme and get their fill

What is the reasoning as to why the cops won't come back out about the tires? What did dispatch tell you? Damage to personal property raises it up a notch.
Document every time you have contact with her from here on out (talking, keep a record of music, yada yada). If you keep good records you have more for the cops to work with.

If the situation were reversed, you'd be whining about how the "stupid cops" charged you with something even though they didn't SEE you do it. Think about it. How could they do anything about her popping (sic) your tires if they didn't roll up on her as she was doing it. It's your word against hers.
And above posters are right, grow the F up and talk to the person you're having a dispute with instead of running right to the teacher. The stupid cops have better things to do.

I'm confused as to why the landlord says there's nothing she can do. Uh, she can't tell her tenant that loud music between 12 - 8 am is off-limits?

Problem is, this "neighbor" sounds like someone who doesn't respect authority much. I doubt she would listen to her landlord either. That's why I said to move. Life is too short to have to deal with people like that on a daily basis. Trust me, she can make your life there a living hell...

Had a similar problem with the girl downstairs. Loud stereo, booming bass, walls shaking. I went down there 3 times, my gf once, nothing worked. Her attitude was that she should be able to come home after a day's hard work and entertain some friends and blahblahblah.
We filed a complaint with the city. They sent her a notice of the complaint and advised her that fines were in her future and all that stuff. She stopped completely, no problem since. It's been 8 months.

And if you can't get her thrown out, tell the landlord that their refusal to deal with it might constitute "constructive eviction" and allow you to get out of your lease. You have to be ready to move, in this case.
Stand your ground with the landlord and at the worst you'll have to move.
As for the chick slashing your tires, there's nothing you can do now.

Seriously though, although it'd be tempting to escalate this with revenge (I know that'd be my first gut reaction), but anyone unstable enough to slash your tires over a legitimate noise complaint is capable of making your life all sorts of miserable.
Go buy a cheap webcam. Point it out your window facing your truck. Set it up to snap a pic every 10 seconds or when motion is detected (EvoCam software allows you to do this).
Keep calling the cops on her. When she acts out again, you'll (hopefully) have proof.
But I wouldn't roll over and let her slashing the tires be the end of this.

But seriously folks, she sounds like a total psycho. You should never have called the cops. You should've went to talk to her in person. Then if she told you to F-off, go to the landlord, then the cops. There's a procedure you should've followed.
But she went farther than you did. She was fined $100, but 4 tires cost more than that so you owe her some bad ****. Personally, I'd come up with some nasty pranks and make her regret ever turning on her stereo to begin with.

I spoke to her a number of times.. her response was i pay rent here I can have the music up as loud as I want.. This girl doesnt even have a car or a job for that matter.. shes one of those types who sits on her ass parties and bangs every guy that walks by.. The cops arrested her for possession of weed at one time when i filed a noise complaint.. dumb girl didnt even see them show up.. she was rolling a joint on her porch.... As far as getting even.. I set up VNC on my machine today.. My plan is to remote into my mac and start blasting tunes at 3 am since im going to be gone.. She wont know what to think because Ill be 70 miles away.. Im also gonna make the mac talk.. Or perhaps ill just set a tripline in front of her porch and hose the dirt down in front so she can go face down in the mud.. This girl was crazy about 3 months ago she jumped out of a moving vehicle and cracked her head open.. all because her bf wouldnt do her.. Worse case scenario Ill file a PPO on her for harassment and such.. then shell have to move.. The landlord is already pissed at her so figure enough toture she might leave

The cops should have been your last resort, not the first people you go to.
1) Always talk to the person first. It's the fastest/cheapest way to have most problems resolved.
2) Talk to the landlord second. Something along the lines of "I really don't want to move out, but blairing music until 4am just isn't acceptable."
3) Cops
Also, I would still file a police report regarding the slashed tires. While they may not be able to do much, it's documented.

It depends on what they believe to be happening behind those closed doors.
I once had an issue with some young men that thought since their parents were paying for them to live in the real world (next to me) that they could do what they wanted, when they wanted. Their constant partying and disregard for their neighbors finally led me to talk to them about the issue. They obviously didn't give a ****. From there, I spoke to them each time they were being irritating and finally resorted to calling the police. When that provided only temporary relief on a case by case basis, I managed to convince some law enforcement that something terribly wrong was happening at this particular residence. Late one evening, after they had passed out drunk, they were awoken by said law enforcement entering their home, guns and flashlights drawn. I hear they were quite terrified.
They were forced to move soon after that.
