Will USPS hold a letter when they receive it and deliver it on a certain day if you say "PLEASE DELIVER ON 9/24" somewhere on the envelope?

I doubt it.
You'd probably have a better chance with Fedex or UPS than with USPS.

Actually, Western Union will not do (quick-cash) deliveries in Nigeria (and Brazil, Vietnam, and a few other countries).
