In the Weather dashboard widget, if you hold down Option and Command and click on the weather condition picture, it will take you to this special "Nowhere" mode where you can cycle through all the weather pics.

That's not fog. It's wind. The fog picture isn't animated. You can find out what the images represent by looking in the Weather widget package and seeing the names of the images.
