I can't tell if they write these stupid messages just to see how ridiculous it can be and still get past the spam filter, or if they are so stupid they think I'll mistake this for a real message.

In part:

"The head of the column had already descended into the hollow. The clash would take place on this side of it... free. I intended to re.form them beyond the village, your excellency, answered the general. received his money, bought it. Well, never mind, some of the things can be unloaded, he added in a soft, confidential voice, as though began clapping and shouting with all their might, and the man stopped and began smiling and bowing to all"

It's to screw up spam filters. It's automatically generated by chopping up snippets either from a Web search or some provided set of texts.

Why would that be better than a properly formulated authentic looking paragraph?

Because filters would be able to learn the paragraph and know that it was spam. The point is that it's generated from real text, so it looks like real text, but it's hopefully (the spammer hopes, that is) not predictable enough that a filter can learn to recognize it.
