I’m not sure exactly what to do about ‘including’ in Latin.
Includo can mean ‘to include’, but more often it means ‘to close off, to trap, to incarcerate, to contain’, so I think either
includendum or
inclusus would seem strange for the modern meaning of ‘including’. So I paraphrased
I’d suggest,
Omnia moderate accipiendum, sic item moderatio. For brevity, you could skip the verb completely and just say,
Omnia moderate, indidem moderatio (not sure if there’s much of a difference between
sic item and
indidem—they both mean something like ‘thus also’ or ‘likewise’). The latter might be a bit better suited for heraldic purposes.
