I know the NHL does, but you have to pay for it. I'm pretty sure baseball does as well, but I don't know for sure.

I know there are several ways to watch out-of-town streams for free, but they are not legal. Lots of people on my hockey forum watch games this way. I've never tried it... You can look it up yourself though, since it's not legal. I'm sure it's easy to find.

The program itself is legal, just like bittorrent. It's called sopcast. Google the sports acronym and sopcast and you'll find some tips. Free has its price though, no guarantee that the games you want to watch will work when you try to watch them.
NFL Sunday ticket online and NHL center ice online are great, and worth the money for the features.
