I'm putting together one bundle/package of software that will be offered up at TwistedMac.com which will be given to a random user of the site and I'm trying to figure out a proper way to offer this.

At first I was thinking of enabling the forum and all users that have 10+ posts or something like that by a certain date will be entered into the randomized draw.

Perhaps someone else may have a better idea to do so. I don't want the offer to be for all persons that just sign up to never visit the site again. It's not a rinky-dink package/bundle.

Any thoughts?

Well, you want to get peoples' attention, so lots of flashing/vibrant colors are important. Also, you want to get this noticed, so it should probably go at the top of the page. My vote is for a blinking, flashing banner letting the viewer know that they've won a prize, all they have to do is click to claim it.

That would just look more like spam. The legit user who wins will be contacted and the software info & license will be passed on.

Blinking and flashing aren't nearly enough. The banner definitely also needs to be violently shaking around. It's comforting to viewers to see that your ad is having an epileptic seizure just like they are.

There should probably be some music, and when your mouse rolls over the banner, a new window should pop up, just to make sure the viewer sees it.

Right. Only offer the prize draw to whoever already has 10 posts on the site when you announce it. Or just don't bother announcing it at all until you've contacted the winner and it's a done deal.

Oh, and check your local laws. Some countries (for example, Canuckistan, IIRC) will ream you for holding a prize draw without a licence to do so.
