I guess it might depend on where you’re from, too. Here, all phone numbers have eight digits and are usually written as two groups of four digits, so I’d automatically read any such combination of numbers as a phone number, I think.

See, that's not the case everywhere.

In Germany, phone numbers can vary greatly in length.
The area code can be between 3 and 5 digits, the local number between 3 and 8.
Some of these short numbers are legacy numbers, and wouldn't be assigned anymore today. However, I think they still exist in the country side.

German (and even more so, Austrian) telephone numbers have always befuddled me to no end. You get a phone number that’s, say, seven digits; and then the same place will have a fax number that’s the same as the phone number, but with five extra digits slapped on the end. WTF?!?

It's virtual extensions.

Companies can apply for a root number (like the first 3 digits), and the company itself can assign the extensions, which can be dialed through as if they were regular landlines.
