Microsoft a magnet for bad PR?

Why does this company seem to be a complete magnet for bad PR and embarrassing stuff? We've all seen the Balmer dance routine, the Windows 7 Launch Party video, the Zune, probably a number of lame ads, and now this:
Picasa Web Albums - Chris - Japan Linux S...
Why somebody would think that setting up a silly little booth across the street from a Linux conference was a good idea is beyond me

I wouldn't be surprised if the Windows 7 's were all bootlegs. It's an Asian softwareshop for all we know.

The Win 7 booth looks more like part of a convenience store with energy drinks stacked high and wide than a place someone would sell (or even advertise) an OS.
Those aren't sandals, they're shoes with lots of breathing spaces.

The only people in Germany who wear sandals with socks (white tennis socks, even) are American tourists.

Notice that the only visible URL in that booth isn't a Microsoft-owned one.
It's entirely possible Microsoft had nothing to do with that booth.

Yes but counterfeit goods are only common place in a few countries in Asia like China and Thailand, to say they are probably fake because the photo was taken in a certain continent is a bit naive.

Not that Microsoft hasn't had some pretty rotten PR... but how exactly is this really an example?
Who says MS even had a thing to do with the booth? So it was across the street from a Linux conference.. ..err... who in the entire world really gave a good crap about either thing? Who besides Linux fans (all twelve of them... I kid, I kid!) even knows who Linus Torvalds* is or cares if he posed in front of some Windows 7 booth or not?
These shall perhaps join the great unanswered questions of the universe.
*I've used Linux in my business and home servers for years and yet I could walk past the guy and not begin to recognize him, or for that matter, care what his opinions of other OSes are.
