How would this NOT taste like ass ?
£40 for a 330ml bottle ?
That means I could spend the equivalent of £85 for a 0.7l bottle of wine or whiskey.

When my friend used to get drunk he would mix gin with coors light. That was the worlds strongest beer.

Only if it was 9 parts strong gin (ABV > 45%) and 1 part beer.
I wouldn't call that strong beer but rather, weak gin

While it uses the same type of yeast that is used in distilling, the rest of the ingredients are the same as beer. It is a fine line though.

Can you really get to 40% ABV with a standard beer brewing process (i.e. w/o a distilling process) ?

Most beer yeasts die around 10%. To get beyond that you need to distill, which rules out calling it a beer in my opinion.
