I'm involved with a worldwide educational initiative whereby I'm aware that lots of people have images and videos which they would make generally available to others in the field if there were immediate benefits in doing so. What I would like to set up is some sort of file sharing system so that people could upload resources and gain credit for doing so. They could 'spend' this credit by having access to other resources which others have uploaded. No uploads = no downloads.

Can anyone point me in the right direction to get something like this initiated?

There are a few bit torrent trackers that work this way... usually intended to keep pirates honest (oh the irony), but could be suitable for your purpose.

I was thinking the same thing: a BitTorrent tracker that enforces ratio requirements.
