Yes, it’s wrong.

It’s not about text sizes, it describes the movement of the bottom of the text box. Clicking the down arrow makes the bottom of the text box move further down (i.e., making the box larger); clicking the up arrow moves the bottom of the text box upwards (i.e., making the box smaller).

Not perhaps immediately obvious, but logical nonetheless.

If it's about the movement of the bottom of the text box, put the control right underneath bottom of the text box, and make the tooltip say that. The tooltip should not talk about text size when the intent is to resize the box, even if the end effect is changing the text size.

It doesn’t. It just talks about changing size, text isn’t mentioned.

Changing it to “[In/De]crease text box size” would make sense, though, I agree.

The tool tip does not talk about text size. It merely says "Increase Size" or "Decrease Size." This terminology appears to be consistent throughout vBulletin.
