Queen Elizabeth tells her two young daughters a story and talks to them about moving to their new home (Buckingham Palace). She also politely introduces herself to Mrs. Logue, who is flabbergasted to meet the Queen.

I was originally thinking that didn't count because it turned to men as soon as Bertie walked in, but you are absolutely correct it qualifies.

It's funny you ask, because I thought the same thing when I first saw it. At the time I hadn't heard any of the later hype about it, so I was seeing it fresh, and the last thing I expected was a laugh.
In fact, my immediate first impression was probably the same as a lot of people's: "Oh, no, wait. What kind of stuffy 'Masterpiece Theatre' bullshit is this...?"
It's not straight out comedy, certainly, but it feels like comedy for the absurd characters and situations made even more absurd by being based on reality.
You're exactly right, if it were total fiction, it would be a historical satire.
And absolutely f'ing brilliant dialogue.
Geoffrey Rush: "No! Don't smoke!"
Colin Firth: "All my physicians say it's good for me."
Geoffrey Rush: "Well, they're all idiots."
Colin Firth: "They've all been knighted."
Geoffrey Rush: "Well, it's official, then."

No, it's no comedy. I liked it, but having finally seen Black Swan, I have to say that Black Swan is the better movie.

Satire of what? Stuttering? Monarchy?
The circumstances and characters make for a much more compelling dramatic story than comedy, in my mind.

You know, this is a key point.
I just couldn't buy that the main dramatic element (would Bertie stutter in public) was anything but, well... absurd. The device they kept on using to drive that drama home (the common people looking all dejected) just made it more so to me.
Now, the fight in the park... that was drama.

That was one of the potential choices, and I went with The King's Speech specifically because it's been criticized as "light". I didn't feel like serving myself such a heavy slice.
