At least graffiti contains some anthropological interest, and can often be attractive. This is just defacing the streets and sidewalks.

What's awesome is that here in Hamburg, occasionally those graffiti include "do not park" symbols that the authorities here consider binding.
I got ticketed once for parking at a pink squiggle near a construction site.
When I came back and found the ticket, I took a photo of the car right in front of the sign that allowed parking.
I contested the ticket on the grounds that I don't consider random sidewalk graffiti a legal authority.
They dropped the ticket.

Those markings are used to indicate locations of underground utilities, such as pipes and cables. They are used to keep construction workers from accidentally destroying structures while they work (and these marks usually work pretty well).
Unfortunately, not all such marks are removed by the construction process, so they remain and look much like sidewalk graffiti.

I'd say it's acceptable in that perhaps they're getting ready to replace the crumbling sidewalk, the street, or both. The paint will fade.

I like signpoles. Right angles are aesthetically pleasing. I also find the way institutions use utilitarian typefaces to be interesting.
