Its a non-conducting glue to stop the components flexing with respect to the board and cracking the solder joints.

It has other uses too. Intended to silence component vibrations (reduces hum, esp in power supplies) and to discourage 3rd parties from trying to service boards. The iMac G5 PS boards have too much of the goop, which was a real problem for people replacing bad capacitors.

It is referred to as potting compound, and as reader50 mentioned, it has a lot of uses. Many is the time I finished building an equipment connector and had to complete the job by wrapping the end of the cable and back of the connector in plastic sheet and then squeeze in the gunk. After curing, the stuff I used was a royal pain to remove, but it held up to the rigors of aircraft flying at 40,000 ft+. In some applications it is simply RTV, while other applications require specialized potting compounds.
