Is it safe to reinstall the HP Communications software after I've updated to 10.2.3? "Improved" compatibility is listed as one of the fixes, but I haven't heard from anyone who's tried it out. Anyone know?

I'm wondering the same thing. First time ever I haven't just installed an update from Apple.

So the current HP drivers are working for you with 10.2.3 installed? No rebooting every couple of hours anymore?

HP Communications software?
is that like their scanner drivers - and so forth? (it's what I gather from what I've read, which is good, since I have an hp scanner waiting for me under a certain tree...)

Yes, the scanner drivers are also affected. I have a ScanJet 5370C, and it made 10.2.2 unusable. However, I've been up 1 day and 13 hours and have experienced no slowdowns under 10.2.3. Reinstall!

I formatted and went back to 10.2.1 so I could have the speed back. Got tired of rebooting after a month. Guess I will do a backup and give 10.2.3 a shot....

You don't have to back up. This is fixed in 10.2.3.

I always backup my stuff. What if my hard drive gets hosed in the process of updating? Or from natural causes? Better to be safe than sorry.
