Permissions never get changed?

When ever I verify or repair my permissions, I get to see the following:

We are using special permissions for the file or directory ./System/Library/Filesystems/hfs.fs/hfs.util. New permissions are 33261

What does this mean, and why isn't repaired, or changed?
