Do I have to download a program (e.g. CandyBar) to simply change the icons for programs or folders (for example, changing my hard drive image)?

No. Do a Show info on the icon you like. click the icon in that window. Copy. Then go to your hard drive, another Show info, click the icon. Paste.

Yeah, pretty much but you are looking at it wrong. It's not that you HAVE to download the program to change system icons. It's that you GET to download it. The glass is half full!
