Open the jpeg in Preview. Then resave it as a .jpg. Replace your original and import back into iPhoto if you so choose (not necessary as you may only need the image for the movie and importing it will put a copy in your movie's media). Then the new file should be importing just fine into iMovie. Won't be grayed out anymore.
