In OS X Server you can create Network Only users ... There can log in via FTP, SSH if you wish, etc, but they cannot phisically log into the machine.
They won't appear under System Preferences > Accounts pane.

They are just plain Network Users, quite unprivileged btw.

Anyone know how to create these under Mac OS X 10.2.3 'Client' ?

Create them via NetInfo, and give them a uid < 500 (may also be possible through other means). Note that if you use Fink, it sometimes installs users in the range 250-260, so try to avoid that.
