Not the file itself using TextEdit, it just a plain text (or RTF) file. You'll need some external application to do the encryption. I'd recommend using Disk Copy (included on your system in Applications/Utilities). Create a new disk image using File>New>Image from Folder or Volume (or Blank Image if you prefer). Make sure to change the encryption popup from "none" to "AES-128" when creating the image. That way you'll be asked to provide a password. This password must be entered by anyone who tries to mount the image to look at its content.
