Is the upgrade to Jaguar all that? Will it be a requirement for all the new iApps? I have a Sawtooth G4/400 with 512k RAM. Guess I'd have to spring for some more chips also?

How about upgrading to 10.1.5? That's free.

I know that Safari and Keynote require Jaguar. I'm not sure about the rest.

Good luck running anything with 512k of RAM Seriously, though, 512mb is plenty for Jaguar.
