I don't know if anyone has any use for it but if you click and hold down inside a webpage in Safari (it has to be in an inactive area, of course) and you then move your mouse (or finger) up or down to the top of the window or the bottom of the window (gotta go past the edges, actually), the thing scrolls! It's a bit like clicking on the middle mouse button in Windows but here, you have to hold the mouse down.

I think this is just a non-highlighting selection that is happening. It's the exact same thing as "select some text...drag mouse up or down off edge of page...page scrolls"

It could be a part of the Gestures support that Safari has. If you notice on the Bookmarks Bar, if you click on a link and drag it sideways, it will only move sideways and you cannot drag it off the bar. But if you drag it down to begin with, it will drag off the bar. This click-hold-drag to scroll might be a Gesture. (can't test this til i get home).

Wow that's really thoughtful, even though I don't like mouse gestures all that much myself... it lacks a sense of precision to me.

As for the dragging thing, I think that happens because you're selecting text or maybe empty table cells. It also works in IE.

Oh I guess it might just be "selecting" blankness. Weird. Sorry.

Ah well, it was a nice thought. Maybe someone can send this suggestion to Apple? (i'm too lazy and at work) But then again, does Safari allow Command-Dragging of the page as does IE? That's virtually the same thing, I imagine.
