Can't privilige OS 9 apps in X.2.3 users!!

Using X.2.3. Use local users and classic apps. WHen trying to privelige classic apps in the capabilities section of the user, no apps appear under the Applications for OS 9 list. THerefore classic apps won't run under the user becasue they're not priviliged. Oddly, some of the OS 9 apps appear under the Applications list, which is for X apps. You can't add the apps to the Other list either! I tried moving the apps to every possible folder, and bulleted them, but they don't show up. How do I get the apps in the right place so they can show up in the right list so i can use them with other users?

I've got a few apps that aren't showing up under the Applications (OS 9) list in Capabilities...
If I hit the Locate... button, it loads them under Others.

But will the OS 9 app open in the user you created? What is it that designates what application appears under the correct folder? How does the OS know it is a X or 9 app....? Where on the HD is it?

Can you get a non-admin user to launch classic apps if you have the capabilities enabeled for the user to only run certain apps? I'm not having that ability.
Ideas?

No! If I check the "Use only these applications", i can not run a OS 9 app under that user. But if i leave it unchecked so the user can use all apps, then it will work.
If you can't even check that box, then you really have a problem. I'd do a permissions restore or clean install. Or create a new user.
